Security breach hits U.S. card processors, banks

(Reuters) - The U.S. Secret Service is investigating a major cyber intrusion at an Atlanta-based payment processor that could expose millions of MasterCard, Visa, American Express and Discover cardholders to fraudulent charges.

Processor Global Payments Inc said on Friday it had found "unauthorized access" into its system early in March and notified law enforcement and financial institutions.

Payment network operators MasterCard Inc, Visa Inc, American Express Co and Discover Financial Services confirmed they were affected, along with banks and other franchises that issue cards bearing their logos.

A spokesman for the Secret Service said the agency is leading investigations into the case but declined to give any details.

Though Global Payments is far from a household name, middlemen such as the company are prized targets for hackers because of the vast amount of sensitive financial information they handle.

The company's stock fell more than 9 percent on the news before trading was halted. It said it would discuss the breach in a phone call for investors on Monday.

It was not immediately clear how Global Payments was penetrated or how many accounts were exposed. Consumers who detect fraud usually can be reimbursed. That leaves merchants on the hook financially, though they could file claims against Global Payments.

Analysts said MasterCard and Visa are unlikely to face costs from the breach, but MasterCard shares fell 1.8 percent to close at $420.54 and Visa shares dropped 0.8 percent to $118.

The security breach is just the latest in a long string of incidents that have put the personal information of millions of credit and debit cardholders at risk.

Individual banks and processors said they had not yet determined the full extent of the breach, but the blog Krebs on Security, which first reported the breach, said it was "massive" and could affect more than 10 million cardholders.

Some industry experts suggested the figure might be much lower, perhaps on the order of tens of thousands. Bernstein Research analyst Rod Bourgeois noted that Global Payments is a relatively small player in the transactions services industry, servicing 800,000 merchants with a 3.5 percent market share. By contrast, the largest competitor, First Data, services millions of merchants, with 22.6 percent of the market.

JPMorgan Chase & Co, as well as American Express and Discover, which issue their own cards, said they are monitoring customers' accounts and would issue new cards to anyone whose information may have been compromised.

Citigroup Inc said it has been notified by processors of the breach. Bank of America Corp declined to comment on the matter and Wells Fargo & Co said it was too early to comment on the impact.

Banks and processors emphasized customers would not be held liable for any fraudulent charges that may occur.

Michael Simonsen, chief executive of real-estate research company Altos Research, said he may have been a victim.

Simonsen said he was contacted by Bank of America last week about his Visa card. Although there were no unauthorized transactions, the representative told him a vendor or law enforcement agency had flagged his account as compromised and so he would receive a new one.

"It was very unusual," he said.

PROCESSING PIPELINE

Global Payments, which has about 3,700 employees, was spun off from information-services firm National Data Corp in 2001.?For the fiscal year ended May 31, Global Payment reported revenue of $1.9 billion, up 13 percent from the year-earlier period. According to a company presentation in January, it estimated fiscal 2012 revenue at about $2.15 billion.

Global Payments is scheduled to report fiscal third-quarter results on Wednesday and an improvement is expected. On Wednesday, Sterner Agee raised its stock price target for Global Payments to $65 from $58.

Global Payments is one of dozens of companies that operate along the payment-processing chain, between the time a person swipes a card to pay and the time the payment is delivered.

The account number, expiration date and possibly the cardholder's name is sent from the point of payment to a processor, which then connects to Visa, MasterCard, American Express or Discover. Information is then sent to the card issuer ? often a bank ? which ultimately authorizes the transaction.

The actual transfer of money occurs later.

Processing companies, which perform millions of authorizations each day, are supposed to encrypt card information. But a breach could occur if someone gains access to the system and identifies a gap in the encryption.

The information that was likely collected illegally from Global Payments is called Track 1 and Track 2 data. A person improperly using the information can transfer the account number and expiration date to a magnetic strip on a card and then try to use the card on a website.

Thousands of U.S. banks that issue credit and debit cards receive daily alerts regarding breaches, said Thomas McCrohan, an analyst with Jane Capital Markets.

The illegal use of the data could be stymied if an online merchant asks for the three or four digits printed on a card known as the "CV code."

"The systems can all be made tighter, but if they're too tight no transactions would ever be approved," said Edward Lawrence, a director at Auriemma Consulting Group, a payment systems consultant. "You still have to allow commerce to occur."

Rep. Mary Bono, a California Republican who chairs the House Subcommittee on Commerce, Manufacturing and Trade, condemned the Global Payments breach and urged Congress to adopt stronger data-security legislation this year.

"You shouldn't have to cross your fingers and whisper a prayer when you type in a credit card number on your computer and hit 'enter,'" she said in a statement.

RIPPLE EFFECTS

The breach is the first major instance this year of consumer information put at risk by technological flaws or hacking, but there are plenty of examples of massive data breaches in recent years affecting banks, retailers, technology companies and payment processors.

Last June, Citigroup said computer hackers breached the bank's network and accessed data of about 200,000 cardholders in North America.

Sony Corp also reported several recent attacks, including one last year in which hackers accessed the personal information on 77 million PlayStation Network accounts.

Google Inc suffered a major attack on its Gmail accounts in 2011 that it said appeared to originate in China. Attacks against Gmail users involved direct attempts to compromise accounts by tricking users into revealing information - so-called "phishing" - or by gathering their passwords from other websites, rather than compromising Google systems, according to the company.

Separately, TJX Co Inc and Heartland Payment Systems Inc have had their systems compromised.

On Friday, retailers were already beginning to look for fraudulent purchases from the compromised card accounts stemming from the Global Payments breach. They will bear the financial brunt of those crimes under rules worked out with the card associations and issuers, analysts said.

"Our merchant community is sitting here girding itself and looking at their own fraud-prevention strategies and bracing for the influx of bad transactions," said Tom Donlea, managing director for the Americas at the nonprofit Merchant Risk Council. "After Heartland and after the Sony breach, there was an increase in fraud activity."

Last.FM. Pandora. Slacker. Spotify. These and a wide variety of other streaming music services let you explore the depths of your favorite acts and genres?typically free of charge with a premium for accessing more advanced features. Startup Songza joins these established players with a completely free, ad-supported service that focuses on themed playlists created by both Songza music experts and users. The fledging service has become one of my favorite online music services, thanks to its curated playlists and strong social features. Songza is our Editors' Choice among non-premium streaming music services.

Design and Interface
Songza sports an easy-on-the-eye black, gray, and blue interface that keeps the visual clutter to a minimum. There are a few visual ads, but I'd happily endure those as opposed to having my ears assaulted with Viagra ads between trip-hop tracks. You can sign up for a dedicated Songza account, log in with your Facebook credentials, or execute a search to find a playlist. Three additional options live in the menu bar positioned above the main content area: Music Concierge, Popular, and Browse All.

The Popular section, as the name implies, highlights the hottest playlists of the week, year, and those that are currently trending. The 20-track playlists run the gamut from the expected era-related collections (The Grunge Era) to wacky compilations (100 Worst Songs Ever). Browse All let me rifle through the 50-plus musical genres that Songza offers. I like the variety on display.

Music Concierge is easily one of the most unique features in the streaming music space as it presents music options based on the time of day. For example, Monday Afternoon features Work or Study (No Lyrics), Work or Study (With Lyrics), An Energy Boost, Easing the Tension, and Popular Genres. The Saturday Late Night options include A Sweaty Dance Party, A Nightcap, Getting High, Getting Lucky, and Bedtime. You get a choice of actual music genres after you click one of those options. From there, you can select one of three playlists that are tailored for that time of day. For example, Saturday Night includes the likes of Drop the Bass (electro and dubstep tracks), while Monday Afternoon features Safe For Work (contemporary pop-rock focusing on "female vocalists and sensitive guys").

The Songza Experience
I decided to pass the day with Feelin' Good in the '90s, a playlist of happy, up-tempo '90s songs. The tunes streamed smoothly over our office wireless connection. I could give tracks the "yay" or "nay" by clicking the thumbs up or thumbs down icons, and I could also skip songs. Unfortunately, I couldn't skip to the beginning of a track, which is a feature I've grown accustomed to doing with my Slacker Radio (Free, 4.5 stars) Premium account. Unfortunately, I couldn't listen (or even find!) individual albums, one of my favorite Slacker Radio features. Songza lacks lyrics, but it contains crisp audio that smoothly streamed over my wireless connection.

I did, however, create a playlist by clicking "Contribute A Playlist." The process is dead simple: You give the playlist a title, a description, and add at least 10 songs from six different artists. I quickly built a playlist highlighting the tracks most frequently sampled by hip hop producer (The Songs That Helped Build Hip Hop), and set it up so that others could contribute with tracks of their own. I liked the democratic curation, which gave me a more active role in what the service provides to its users. This is a feature that Spotify (Free, 4.5 stars) possesses; a feature that we'd like to see more services adopt.

Songza implements social networking features, too. I followed other users which resulted in the service updating me when the person I've followed listens to, or favorites, a song. This helped me discover new acts?for better or for worse. You can also comment on songs, and share to Facebook and Twitter. Songza displays a cluster of people who have recently listened to the playlist you're currently listening to, as well as recommending similar playlists. You can save playlists if you're logged in and click "Save Playlist."

Currently, Songza lacks a premium model, which would ideally remove ads and the six-skips-per-hour limitation.

Should You Listen to Songza?
Yes. Songza succeeds because it dares to be different and implements its features in an intuitive and fun manner. If you don't mind the ads and skip limitations, you'll find the service quite enjoyable, especially if you enjoy mixing it up with other music fans. Spotify is the Editors' Choice pick among premium streaming music services due to its collaborative playlists, the ability to import own music files, and more, but if you want an active role in music curation without paying, Songza is the Editors' Choice among free music services.

Insurance companies have a VAST amount of totalled cars that they sell each month. They usually contract to sell them as a LOT. They don?t want someone picking and choosing the GOOD ones, and leaving the heaps behind. MUST BUY ALL is the way it works.

So yes, you certainly CAN go buy ONE particular one, from whatever dealer, dismantler, rebuilder, or scrapper bought the entire lot, from the insurance company.

You?d be buying it with a SALVAGE title, though, because, after all, it?s a total loss!

Average time before a vehicle is ready for sale on IAAI (Insurance Auto Auctions Inc.)?

I?ve been waiting for this truck to be put up for sale FOREVER. I know IAAI has to receive the title from the insurance company before the can put the truck up for sale but its been like 3 months. Trucks that are completely wrecked that are put up after this truck sell first, but this truck has no damage so i dont know why its taking forever. I know it takes insurance companys forever to do paperwork but 3 months!? if you know the average time for vehicles on IAAI or any other salvage auto auctions it would be great. There can be many reasons for the delay. If the payoff on the truck is more than the insurance settlement, the owner of the vehicle would have to come up with the difference before the lien holder would release the title.

There may be a lawsuit involved. There may be other issues with the vehicle, such as it having been stolen and the VIN altered, and there may be a delay in getting that straightened out. Without knowing the history of the vehicle, there is no way to be sure.

What happens is the insurance companies have the vehicles towed to IAAI (or another company) to avoid paying storage at tow companies. The insurance companies have a special deal, where the sale company does not charge them for storage. Sometimes the insurance company ends up selling the vehicle back to the owner, if it is a total loss. In that case, the car will never hit the auction block.

There is also the possibility that an employee at IAAI wants to buy the vehicle, and it may be slipped into a sale at the last minute, to try to keep the bidding down. Some locations of IAAI are worse about things like that than others.

Led by the Director of Agriculture, Fisheries and Conservation, Mr Alan Wong, a delegation representing the agriculture and fisheries sector visited Guangdong from March 19 to 23, where they met with their Mainland counterparts and visited scientific research institutes for agriculture as well as agricultural and fisheries enterprises.

?Hong Kong and the Mainland, especially Guangdong, are closely connected. Under the Co-operation Agreement on Quality Agricultural Products, both sides agreed to set up a platform for fostering exchanges on the production and marketing of agricultural products and share relevant information. In addition, Guangdong and Hong Kong will strengthen exchange and training for farming practitioners, researchers and management professionals in quality agricultural production. Both places will establish a co-operation mechanism and organise technical exchange activities,? Mr Wong said.

The delegation met officials from the Department of Agriculture of Guangdong Province and exchanged views on how co-operation between the two places can be further strengthened. They also visited the Guangdong Animal Disease Prevention and Control Centre and Supervision and Inspection Centre for Pesticide Quality and Residue Control under the Ministry of Agriculture.

The delegation visited the South China Agricultural University and Guangdong Academy of Agricultural Sciences to learn more about research studies on pests and disease control in crops and organic farming. On fisheries, the delegation visited an enterprise engaged in the import and export of aquatic products. They shared their experiences in aquaculture techniques.

Judge tosses investors' suit against Transocean

NEW ORLEANS (AP) ? A federal judge in New York on Tuesday dismissed a lawsuit from investors who alleged top executives of Transocean Ltd. misled shareholders about safety problems in the months leading up to a catastrophic oil well blowout in the Gulf of Mexico.

On Tuesday, U.S. District Judge Naomi Reice Buchwald threw out a class-action suit against Transocean. The Swiss company leased the Deepwater Horizon rig to BP PLC to drill a deep-sea well off the Louisiana coast. The well blew out in April 2010, killing 11 workers, destroying the rig and causing the nation's worst offshore oil disaster.

Buchwald ruled Transocean did not mislead investors about problems with blowout preventers, human errors and equipment problems. Investors alleged company CEO Steven Newman concealed information about safety problems with Transocean's fleet of drilling rigs. The suit also named former CEO Robert Long as a defendant.

The judge said it was "difficult to discern" from the plaintiffs' lawsuit which "specific misrepresentations or omissions" the suit intended to bring under securities laws. The lead plaintiff was Danica Pension, a European pension fund based in Denmark. The lead lawyer for the plaintiffs did not immediately return messages seeking comment on Tuesday.

Transocean said in a statement that it was pleased with the ruling.

The plaintiffs focused on comments Newman made at three investor conference calls between August 2009 and July 2010.

In a conference call on Aug. 5, 2009, Newman told investors "a couple of human error incidents on drill floors" and a "handful of BOP (blowout preventer) problems" were anomalies that were not systemic. He said the problems were being taken care of "so they don't happen again." Newman was speaking of issues Transocean faced in the second quarter of 2009.

Newman again assured investors on Feb. 24, 2010, that the company was taking care of a few problems with equipment failures and human error.

The plaintiffs alleged that Transocean "was suffering from company-wide failures in safety and preventative maintenance" when Newman made these statements, the ruling said.

The plaintiffs charged that Newman again misled investors during a May 28, 2010 conference call when he said the Deepwater Horizon's blowout preventer was tested every week and was shown to be working properly shortly before the April blowout. Also, Newman told investors that the rig's safety equipment was working properly.

But the plaintiffs alleged that Newman's statements were misleading because the blowout preventer was tested at pressure levels lower than what it would be expected to operate in if there was a blowout. Buchwald said those tests were approved by federal offshore regulators ? the Minerals Management Service ? and that Newman had no obligation to "second-guess" regulators.

The judge ruled that Transocean disclosed safety concerns "to the market at various points in time." Buchwald noted that in April 2009, the company did not give executives safety-related bonuses due to two offshore deaths in 2008 and reported in the Beacon, its corporate magazine, in the fall of 2009 that it had hired Lloyd's Register "to conduct a major global evaluation" of safety processes and culture, the ruling said.

"The announcement of a third-party audit of the company's safety practices undercuts any notion that there was 'an intent to deceive' the market," Buchwald wrote.
